A. Frank Lever, III Senior Consultant

Frank Lever is a Senior Consultant with American Business Development Group, an internationally respected, full-spectrum business development consulting firm, now representing a diverse list of over fifty prominent U.S. and international businesses. American Business Development Group enjoys a reputation as one of the largest business development firms in the United States which specializes in the re-equipping and modernization of the United States Armed Forces.

Mr. Lever has worked extensively in the field of military personnel administration, military policy development and implementation, logistic management, development of military training and education, and soldier and family health and welfare issues. He has chaired and served on advisory boards and commissions at the Department of Defense, Headquarters, Department of Army, and National Guard Bureau level. He was the senior enlisted advisor to the Director of the Army National Guard and advisor to the Chief, National Guard Bureau on Army National Guard enlisted policy and procedures. He was the Army National Guard enlisted advisor to the Office of the Secretary of Defense for Reserve Affairs.

During his last five years in the Army National Guard, Mr. Lever served as the Command Sergeant Major, Army National Guard. During these years, the Army National Guard experienced the largest mobilization since World War II. Frank had the role as the eyes and ears of the senior Army National Guard leadership and he visited mobilization and training sites as well as the deployed Soldiers around the world. He analyzed the effectiveness of personnel, training and logistical policies and procedures affecting Soldiers, families, employers and from this analysis recommended approaches to correct any ineffective policies and procedures.

He addressed many organizations and associations telling the Army National Guard story. His role as the senior enlisted Soldier gave him the opportunity to educate the public on the changing role of the Army National Guard as the United States fought the war in Iraq and Afghanistan. He also addressed the role of the Army National Guard as peacemaker/peacekeeper in the Balkans.

Prior to his assignment at the National Guard Bureau, Mr. Lever held all leadership positions culminating with his appointment as the State Command Sergeant Major, South Carolina.

Mr. Lever has had considerable experience in the private sector as well. He owns a consulting company that specializes in Strategic Planning, Interdepartmental Partnering and Team Development and Human Resource System Design.

A native of South Carolina, he received his B.S. in Political Science from The Citadel and his Masters Degree, Management from Webster University. He now resides in North Charleston, SC with his wife, Ellen. They have two children.
