John Barnes to Lead LegisLogic

Arlington, VA, July 31, 2012- With the recent announcement of the establishment of LegisLogic, we would like to introduce John Barnes. John has partnered with Bill Skipper to create a strategic-level consulting firm focused on supporting company clients seeking to develop and execute growth strategies for the Federal marketplace. John’s comprehensive resume makes him uniquely qualified to lead LegisLogic.

John had a distinguished career as an Army officer for 20 years. He retired from military service in 1996 to serve as a Professional Staff Member on the Senate Armed Services Committee (SASC). During his five years in the Senate, he was responsible for oversight of defense acquisition policy and to provide funding authorizations for Army, Marine Corps, Special Operations and National Guard procurement and research and development programs. John allocated over $20 billion annually for DoD modernization accounts and he ensured Senate oversight of DoD operations and modernization efforts. John left the Senate in 2001 to join Raytheon, a $25 billion dollar defense and commercial electronics company. For a decade he served as the Vice President for Government Relations/Legislative Operations where he was the senior executive responsible for the development and execution of strategies to protect or obtain Federal funding for Raytheon programs of interest.

He was also responsible for conveying corporate business and domestic policy interests to Congress, in addition to state and local governments across the nation. John and his team of 12 government relations specialists ensured Raytheon interests with Federal government funding requests, totaling nearly $20 billion each year, were well supported as well as successfully obtaining $3.5 billion in additional Federal funding for strategic Raytheon growth programs.

Following his service leading the Government Relations/Legislative Operations team, John became a Business Development Executive for one of the six Raytheon businesses. In this senior leadership position, he was responsible for identifying and developing strategic business opportunities, totaling $1.6 billion annually, in both domestic and international markets. He successfully led a diverse team of lead investigators and marketing, sales, proposal and capture teams to ensure continued growth for Raytheon products and services.

During John’s tenure at Raytheon, he also served as a Presidentially appointed member of the Army Science Board for seven years. The Board is comprised of scientists, academics, and retired flag officers and has a charter to help senior Army leaders to solve complex challenges facing the Service during a period in which it was engaged in combat operations in both Iraq and Afghanistan.
